Blend the fish mixture

In a food processor, pulse the fish chunks until finely chopped but not pasty. Add the onion, garlic, fish sauce, and pepper, and pulse until well combined.

Form the batter

Transfer the fish mixture to a bowl. Add flour, cornstarch, and baking powder. Stir in the cold water a little at a time until a thick, cohesive batter forms. The mixture should hold together when squeezed; if too dry, add a splash more water.

Rest the batter

Cover and rest the batter in the refrigerator for 10 minutes while you heat the oil. This relaxes the gluten and helps the balls hold their shape.

Heat the oil

In a deep pot or skillet, pour enough oil to reach 2 inches deep. Heat to 350°F (175°C). Use a thermometer for accuracy.

Shape and fry

With wet hands or a small cookie scoop, form the mixture into 1-inch balls. Carefully drop a few into the hot oil, working in batches to avoid crowding. Fry for 3–4 minutes, turning occasionally, until golden brown and cooked through (internal temperature 145°F/63°C). Drain on paper towels.

Meanwhile, whisk together hoisin sauce, rice vinegar, and honey in a small bowl until smooth.
